What Batman issue inspired the Megga Mighty World of Marve?

In Meggan's first appearance in Mighty World of Marvel #7 , she and another woman recount rumors of Captain Britain's resistance of James Jaspers' regime. In Amazing Heroes#85, you noted that this storytelling device was inspired by a Batman issue. Which issue of Batman was that?

I don’t recall the issue but my memory of the story, which may not be accurate, is that Bruce Wayne was supervising a troop of young scouts who were exchanging stories about the myth of THE BATMAN around a campfire. None of the tales were anywhere near the truth but each illustrated it is Batman’s fearsome reputation that is his greatest weapon. Just for fun, Wayne dons the Bat-suit and leaps out of the dark to frighten the kids—but they immediately recognise Wayne inside the Batman costume because only the guilty fear Batman… OR something like that.

Ah. I had read that story in a "Greatest Story....Ever Told" anthology, but did not draw the connection to the Captain Britain story.

For other forum viewers, the story in question appeared in
“THE BATMAN NOBODY KNOWS” (BATMAN #250, July 1973).
