The Great Avengers Covers Flip-Flop a Go-Go!

OK, so these were supposed to be the covers of Avengers #14 & 15, respectively...
http://www.comicscontinuum.com/stories/ ... gers14.htm
http://marvel.com/images/gallery/issue/ ... age/865977

...but then, it was announced that those covers would be flip-flopped. Sure enough, what was supposed to be the cover art on #15 saw print as the cover art on #14. But...what was supposed to be the cover art on #14 did not appear as the cover art on #15; in fact, #15 (out July 20th) features an Ed McGuinness cover.

OK, so these were supposed to be the covers of Avengers #16 & 17, respectively...
http://marvel.com/images/gallery/issue/ ... age/870647
http://marvel.com/images/gallery/issue/ ... age/873410

...but according to the 'Next Issue' section of #15, the cover art intended for #17 will see print on the cover of #16.

So...will the art intended for the covers of #14 & 16 ever see print? Could this be a COVER-up? (See what I did there? I...never mind.) Only time will tell!
